The current membership categories, approved in Genoa (November 2011) are:
| Full Members |
(1) Higher education institutions with legal status, located in geographical Europe (as described by the Council of Europe), pursuing activities under the objectives of the Association, which offer the highest level degree or diploma in their own country. (2) National, European or international networks of institutions referred in Art. 7, point (1) of EUCEN's current Statutes, located in geographical Europe (as described by the Council of Europe), pursuing activities under the objectives of the Association.

| Associate Members |
(1) Higher education institutions with legal status, in geographical Europe, pursuing activities under the objectives of the Association, but which do not offer the highest degree or diploma in their own countries. (2) Higher education institutions with legal statutes, outside geographical Europe, which offer the highest degree or diploma in their own country. (3) Individuals, who are Lifelong Learning experts in Higher Education, and have been active in EUCEN while employed by a member university.

(1) National or international lifelong learning organisations with legal status. (2) Individuals concerned with Lifelong Learning networks without legal status. The individual will act on representation of the network that has nominated him/her.
